Project summary:
NFDHR is implementing “Emergency Response Project in Health and Nutrition to the Vulnerable IDPs and host communities in Hajjah and Hodeida” which is funded by UNOCHA and designed with the aim to cover the gap for people in acute need through life-saving assistance of Health and Nutrition in the targeted districts and ensuring accessibility to humanitarian assistance among the most vulnerable IDPs and the host communities in Khayran Al Muharraq & Aslam districts in Hajjah and in Al Garrahi and Bayt al-faqih Districts in Hodeida governorates.
This project goal is to further enhance and improve the sustainability of the health care system and maintain the currently established level of services provided to the community through the provision of an integrated approach, prioritizing the most vulnerable population (pregnant and lactating women, under-five children, IDPs who are merged in the hosting community and host communities) and ensure quality health services through the project activities.

Job Purpose:
Under the direct supervision of the Health and nutrition project manager, the public Health Officer will work long hours and must be available for Supervising project implementation to ensure service delivery. 
These hours are spent ensuring the running, management and technical support of health and nutrition project, responsible for implementing the action plan and following up field staff, Preparing the Monthly and Timely reports to H&N Project manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 
Main responsibilities and duties:
1.     Coordinate or combine the resources of health care institutions, social service organizations, public safety personnel, or other agencies to enhance the community health.
2.     Design or use monitoring tools, like as screening, lab records, and vital information, to recognize health risks.
3.     Develop tools to address behavioral causes of diseases.
4.     Direct or control prevention programs in specialized areas such as aerospace, work-related, infectious disease, and environmental medicine.
5.     Assess the effectiveness of recommended risk reduction actions or other interventions.
6.     Recognize groups at threat for specific preventable diseases.
7.     Prepare precautionary health reports which include problem explanations, analyses, alternate solutions, and suggestions.
8.     Accomplish all related tasks through ERP System.
9.     Working through Portal 365.
10.  Deliver details about potential health risks and possible treatments to the media, the public, other health care experts, or local, state, and national health regulators.
11.  Manage or coordinate the work of doctors, nurses, statisticians, or other staff members.
12.  Educate or train medical team regarding precautionary medicine problems.
13.  Design, implement, or assess health service delivery systems to enhance the health of specific communities.
14.  Contribute to the monitoring and evaluation of Nutrition activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires and/or PRA tools.
15.  Act as a liaison between  communities and the NFDHR office; maintain good relationships with beneficiaries and local leaders/authorities; and report any identified issues to the Project Manager
16.  Immediately report any challenges or implementation delays to the Project Manager.
17.  Help the MEAL specialist/team to monitoring and evaluating the assigned Nutrition activities in the field
18.  Work collaboratively with the project manager and team to maximize efficiencies and effectiveness
19.  Organize and monitor schedules for the Nutrition project activities and team duties and see that deadlines are met
20.  Help in monitoring project budget and help ensure resources are used efficiently
21.  Collecting data, sorting, filing and sending out project files such as reports on field project activities and field needs for beneficiaries on a regular basis (weekly, monthly) to the HEALTH Project manager.
22.  Coordinate travel needs, schedules and meetings in the field
23.  Coordinate with the relevant local authorities and communities in the target area to conduct the identification, registration, and verifications of HEALTH beneficiaries
24.  Help to prepare Nutrition project reports and data in coordination with Project Manager.

Job Purpose:

Nutrition specialist will be directly S/he will be responsible for the supervision of the Nutrition activities in the districts level, responsible for implementing the action plan and following up field staff, Preparing the Monthly and Timely reports to H&N Project manager, supervising the technical staff with frequent visits to the field to ensure the quality of implementation of the nutrition component of the health and nutrition project in the project targeted health facilities in Khayran Al Muharraq & Aslam districts in Hajjah Governorate.
The Nutrition specialist is also responsible for the coordination with authorities and key stakeholders to ensure the smooth implementation of nutrition activities of the project.
S/ he is responsible to follow up the CHVs work in the communities and prepare an effective mechanism to mobilize and engage the communities, s/he is responsible to prepare for the training for the health worker on the nutrition activities and conduct regular on job training and mentoring for nutrition health worker at the HFs level, S/ He is responsible for reviewing and submitting the nutrition reports to project management and relevant cluster.  The post holder will be directly reporting to Project Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
 
Main responsibilities and duties:
·       Follow up on nutrition program targets are met using indicator tracking table which must be updated on a monthly basis.
·       Evaluate activity progress and determine necessary actions to course correct in collaboration with nutrition staff and sometimes with other sectors such as Health and M&E.
·       Provide program reports that are timely and meet NFDHR and donor requirements. S/he is ultimately responsible for all relevant donor reporting for the nutrition activities.
·       Spend significant time at field sites to ensure quality nutrition services are provided.
·       Collaborate with support or operations teams to ensure sound administrative practices with regards to staff management, record keeping, and compliance with donor regulations, timely procurement, safety and good communication.
·       Ensure project quality in line with the nutrition strategy through establishment of a system of regular supervision, feedback and improvement for staff delivering CMAM and IYCF services.
·       Identify gaps and make adjustments to programming to ensure NFDHR is meeting targets and being responsive to new nutrition needs in the communities.
·       Build staff quality and competencies through on-the-job coaching, mentoring, and one on one meetings. S/he will also monitor staff performance on a regular basis through performance evaluations.
·       Ensure the quality of data by supporting data management staff on proper entry, cleaning and regular checking.
·       Ensure the diagnosis and treatment of patients are based on standard CMAM procedures (Yemen and international guidelines)
·       Ensure that community-based activities, nutrition screening, nutrition education, and defaulter tracing are properly conducted
·       Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.
·       Provide coaching and technical supervision of Nutrition staff .

Job Purpose:
The pharmacist will work under the guidance of the Health and Nutrition project Manager. S/He will be responsible for Medicines Stock Management, Supervising the Distribution Process from warehouses to the HFs at the filed level, Preparing the Stock Consumption Reports, Assessing and Verifying Medicines Status in the Warehouses, Conducting Spot Check Visits to the targeted HFs. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.

Main responsibilities and duties:
  • Produce daily, weekly and monthly consuming reports.
  • Provide necessary information (dosage, usage, and distribution) about the prescribed drugs to patients/clients.
·       Follow-up the field pharmacists’ performance.
·       Support logistical and financial departments in providing necessary supportive documents in order to facilitate procurement and payments.
·       Prepare and review the drugs & medicines reports.
·       Keep the project’s medicines in the warehouses from any damage or tamper.
·       Visit and supervise the pharmacists and solve their problems that may occur.
  • Print and process all records, reports and prescriptions and deliver them to the targeted facilities.
  • Prepare the payment requests according to the field needs.
·       Perform any other tasks that may be assigned by the supervisor.

Qualifications

Essential
·       Qualification in pharmacy.
·       Minimum three years professional experience with drug management systems

Finance Assistant Job Description

The Finance Assistant will take charge of NFDHR’s financial health by administering accounting operations to meet legal requirements. He/she will prepare audits, invoices and budgets, as well as manage accounting activities, including bank reconciliations, accounts payable and accounts receivable. Ultimately, he/she will be responsible for the day-to-day management of NFDHR’s financial transactions and procedures. The Finance Assistant will report directly to the Finance Manager. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability

Main Tasks

:Technical Support and Management
Maintain complete books of accounts, as per NFDHR Finance Manual
Check all payment claims to ensure compliance with: NFDHR policies and procedures, valid scheme of delegation, NFDHR donor compliance requirements, in-country laws and any other official regulatory authority
Ensure that all payments are properly coded to record against active awards and to complete authorization of respective budget holders as per NFDHR Scheme of Delegation
Ensure that all program implementation activities that require direct or indirect disbursement of hard cash to suppliers, contractors, and beneficiaries are safe-guarded by segregation of duty
Ensure appropriate segregation of duties for each and every financial management task
Maintain assets and liabilities monthly schedules and reconciliations with Financial Management system (FMS)
Ensure that daily financial matters are handled in a systematic, accurate and transparent manner
Signal Finance Manager of any financial risks / fraud activities
Ensure that positions reporting to you fully comply with NFDHR policies and procedures and arrange trainings around financial management
Oversee the professional direction / delegation / supervision / accountability of reporting staff as per their job descriptions or any official documentation

:Coordination and Representation
Assist FC to strengthen internal controls and the environment around it
Ensure preparation of employees’ monthly salary cost allocations in close coordination with Human Resource (HR)
Assist FC in tracing all account balance sheets on a monthly basis and at the end of each award
Monitor cash and bank flows on a daily-basis and maintain close coordination with financial institutions to ensure smooth transactions, while safeguarding NFDHR’s cash from assessed / known risks
If, for unforeseen reasons, institutional banking system services are not available, arrange an alternative arrangement with consent from a respective Field Manager or Finance Director

Maintain working relationship with NFDHR partners and support Field and Country Offices to ensure smooth financial implementation of projects through partners

WASH Field Coordinator Job Description

WASH Field Coordinator reports to the project and WASH Program Managers. He\She is responsible to carry out field work in order to mobilize communities, monitor activities and provide support to project management and other team members for the effective and efficient implementation of the project’s activities. He\she will also be responsible for data collection, monitoring of local partners’ performance on the field level as well as reporting of activities. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability. Main Tasks

Coordinate field work and communicate with relevant government and local authorities.
Support and oversee the day-to-day implementation of all activities in the field site and submit the daily reports documented with pictures.

Main Tasks

Carry out technical studies

Job Description

The Health and Nutrition Project Coordinator will be directly supervising the technical staff with frequent visits to the field to ensure the quality of implementation of the health and nutrition project in the project targeted MTs in (Mahliyah, Majzar ,Rahabah districts ) in Marib governorate

The Health and Nutrition Project Coordinator is also responsible for the coordination with authorities and key stakeholders to ensure the smooth implementation of project activities

Monitoring & Evaluation Assistant Job Description

The M&E Assistant supports the M&E team in all monitoring, evaluation and reporting-related activities and requirements of projects. The Logistics Assistant is responsible for ensuring quality in all procurement activities across the organization programmed. Where appropriate, he/she needs to provide support to field teams through assessment, coaching and accompaniment

Organize logistics processes, including communications and transport, as well as the related administrative procedures, for the organization operations in line with the organization policies and procedures

Job Purpose:

Health, Nutrition and WASH Project Manager is responsible for planning, developing, monitoring and evaluating the assigned tasks of Health ,Nutrition and WASH Project. He/She will carry out all managerial responsibilities of overall project activities over the whole period of the project. "He/She will be roving between our offices in Marib, Al Bayda and NFDHR HQ with frequent visits to the operation sites in the targeted districts( Mahliyah, Majzar ,Rahabah) in Marib. PM will be responsible of supervising all activities and ensure that the project is on the right track, achieving the planned targets and indicators and performing all the respective activities.

Main Tasks

Technical Support and Management:

· Project kick-off and presentation/sharing of project.
· Work on developing and reviewing the project strategy in partnership with the concerned government authorities, local governorate authorities, directorates and beneficiaries.
· Prepare and follow up the implementation of the projects plans (Work Plan, Risks Mitigation Plan, Recruitment Plan, Procurement Plan and Financial Plan)
· Ensure sound management for the project information and data inside NFDHR systems (Portal 365 365 and ERP)
·  Setup and update (daily & weekly basis) project activities, indicators, tasks and documentations in NFDHR's systems (Portal 365 365 and ERP).
·  Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
· Guarantee an efficient financial management for the project in compliance with NFDHR’ model and donor regulations.
· Deliver quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
·   Ensure that the project is utilizing standard protocols, policies and guidelines as prescribed by MoPHP and MWoE.
·   Oversee the implementation of H&N and WASH Project in coordination with other Project staff.
·  Ensure project implementation is according to the required standards/specifications and corresponding timetable of the project.
· Oversee the development of field staff trainings.
·   Supervise the maintenance and archiving of reports, records, and technical documents
·  Oversee Health ,Nutrition and WASH situational analyses, assessments, and studies in the areas targeted by the institution.
·  Supervise, plan, organize, and monitor all activities carried out by the field coordinator.
·  Supervise and submit periodic studies, reports, and evaluation around Health ,Nutrition and WASH Project.
·  Prepare evidence-based H&N and WASH awareness IEC materials and get them approved by relevant authorities.
·  Develop Health ,Nutrition and WASH Project under the supervision of Program Manager and donor organizations.
· Oversee project monitoring and evaluation, ensuring the achievement of project indicators and results at all stages of implementation
· Evaluate staff performance and make recommendations.
·  Review and prepare a detailed activities plan
·  Agree and establish clear reporting and communication lines
· Verification on the targeting of beneficiaries

Coordination and Representation:
•Coordinate and communicate along with the relevant, MoPHP and MWoE, government and local authorities within the project framework, ensuring their meaningful participation to respond to the local community’s needs.
• Represent NFDHR in several meetings and events related to the Health ,Nutrition and WASH sector such as the Health cluster , Nutrition cluster And WASH cluster, prepare and present minutes from these meetings to the Program Manager.
•Perform any other related duties as required.
                                                                                                                                       
Administrative and Reporting Duties:
• Prepare and send media reports through NFDHR's Systems (Portal 365 & ERP) to the Media Officer on field project activities and field needs for beneficiaries on a regular basis (weekly, monthly).
• Prepare project's technical and progress reports and data in coordination with the M&E Officer through NFDHR's Systems (Portal 365 & ERP) and as requested by the Programs Manager.
•  Review on monthly basis the project's financial reports through NFDHR's Systems (Portal 365 & ERP) and what have been shared by the Finance Manager with responding to the report’s recommendations to ensure the proper financial management for the project's fund
•  Ensure sector SOPs and guidelines are properly applied and adhered to.
• Prepare weekly/monthly liquidity plan (forecasting plan)
• Based on the authority limits, approval of all purchases/contracting and budget line allocations through NFDHR's Systems (Portal 365 & ERP)

•Through NFDHR's Systems (Portal 365 & ERP), ensure for all purchases/contracting of goods/services/supplies the correct procurement guidelines are applied and properly documented (for the procedures applied by the municipalities), in close coordination with the admin-finance and logistics department.
• Through NFDHR's Systems (Portal 365 & ERP), verify the list of expenditures prior to finalizing the interim and final financial reports.
•Holds final responsibility for verification of all support documents’ completeness and correctness (Hardcopies and through NFDHR's Systems "Portal 365 & ERP")

The role of the Integrated Health , Nutrition and WASH Project Manager is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the Integrated Health ,Nutrition and WASH Project Manager is required to manage all unforeseen issues and circumstances in relation to NFDHR’s Health, Nutrition and WASH project and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.

MEAL Officer Job Description

"MEAL Officer develops proper monitoring and evaluation plans based on the major indicators of the project, to ensure relevant project activities are tracked and maintains monitoring and evaluation system to best measure the quality, progress and impacts (results) of all project activities.

This position will be roving between field sub-offices in Dhamar and Sa'ada governorate according to work plan and workload with frequent visits to Head office. (50% Based in Sa'ada, 50% Based in Dhamar), Salary includes (Basic Salary, Transportation Allowance, Appearance Allowance, Social Security, Income Tax and Medical Insurance) a detailed breakdown has been uploaded to the documents tab" and Under the supervision of the MEAL Advisor, the MEAL Officer will make sure to maintain an effective monitoring, evaluation, accountability and learning system of NFDHR projects. Main Tasks

Technical Support and Management:
·        Work with and support NFDHR’s Staff, the Directors of Relief and Development Programs, and the Program Managers in preparing program MEAL plans, indicators and mechanisms for M&E in line with strategic program plans and budgets.
·        Support the development of the logical framework for projects, including MEAL support during proposal development to ensure adequate MEAL budget forecasts for field and office activities.

·        Support planning, implementation and follow-up of evaluations by: writing terms of references, preparing project summaries, participating in the selection of external consultants for evaluating NFDHR projects, and technically and financially coordinating with consultant in relation to field assessments.
·        Track outputs and expected results of ongoing projects and the extent of completion of various activities and present findings to NFDHR leadership, the Directors of Relief Programs and Development Programs, and Program Managers at monthly meetings allocated for this purpose.
·        Ensure the achievement of results and outputs necessary for development and humanitarian response according to the needs of local communities.
·        Develop and design information management systems resulting from monitoring, evaluation, accountability and learning activities, such as progress reports, databases and complaint mechanisms.

·        Coordinate needs assessments with governorate and local authorities and provide support to field staff to document evaluation findings, including an analysis of beneficiary needs.
·        In coordination with the Director of Development Programs, the Director of Relief Programs and the Coordinator of the Peace building and Governance Program, assess the institutional capacities of local organizations before signing any partner sub-agreements to carry out field activities and services with NFDHR and make recommendations to management.
·        Upon acceptance of grants, immediately coordinate with program managers and other the relevant departments to prepare executive plans for procurement, follow up and evaluation.
·        Continuously coordinate with the directors of relief and development programs, program managers, and department managers to ensure the number, review and delivery of periodic, mid-term, and annual reports are submitted for review and approval to staff, donors and other stakeholders in a timely-manner.

Responsibilities, Tasks & Duties:
-  Supervise the direct implementation of project activities in accordance with technical specifications, project indicators and humanitarian standards and international codes.
- Work in coordination with Executive Director in facilitation the implementation process for the team and create good communication ground with local authorities and stakeholders to ensure smooth services provision timely and effectively.
-  Coordinate with responsible authorities and related offices for the movement of the project team, implementation of project activities to ensure the safe and proper delivery of project activities.
-  As and when requested, represent NFDHR in external forums, ensuring the NFDHR profile is positively maintained as per NFDHR values, objectives, strategy and advocacy plan. This includes proactively representing in cluster coordination meetings and maintaining contact with relevant local authorities, UN and other agencies; ensuring that NFDHR s mandate, vision, approach an activity is understood.
Monitor the quality of implementation of project activities and ensure the progress is within the timeline of the project and as per NFDHR policies and humanitarian standards. 
-  Work with projects manager in creation of good communication and coordination channels between the project team and authorities.
-  In coordination with project team, Field Coordinator will compile the required data for the weekly and monthly reports and verify the data provided by project team before sending to the Project Manager and M&E Officer.
Raise urgent needs, problems, gaps and/or findings to Supervisor and provide practical and valid solutions, recommendations and suggestions to the upcoming/ongoing issues.
Collect success stories as well as humanitarian cases during the implementation of the project activities, formulate them and share them with project manager and NFDHR related departments. 
-   Ensure that the targeted beneficiaries, activities and locations were selected through strict selection criteria and targeted the vulnerable groups of all communities' components.
-  Collect the information of beneficiaries with disaggregated data by sex and age and get the approval for the collected data form the related authorities and stakeholders.
Facilitate for the trainings and logistic needs of the project activities and follow up with logistics officer and NFDHR head office, when needed, the progress of the required materials and items.
-  Ensure the visibility of NFDHR and donor in all project stages and regularly check the archiving and documentation process of reports photos and meeting minutes.
-  Manage for the regular meetings, weekly/biweekly and/or monthly reports and ensure effective participation of project team to reach sufficient outcomes of the meetings.
Ensure that all required documents as listed in the means of verification against each activity are available and well documented.
Required Qualifications/Education:

CP Field Data Entry Job Description

He/she will be will collect, clean & feed data/uploaded in excel, or kobo system, manage & monitoring the data on systems & tablet devices obtained from the field staff in the registration & verification stage. He will be in Ma'rib Field Offices. The data entry will dedicate 100% from his/her time to this project. Salary will be paid for 3 months for CP sector. The salary includes (Basic Salary, Transportation Allowance, Appearance Allowance, Social Insurance, Income Tax & Medical Insurance).

Tasks and Responsibilities:
-Prepare and develop status of database reports as required by management.
-Ensure proper filing of database of beneficiaries and related data during registration and verification in Kobo systems.

Job Purpose:

The HR Officer will support the field offices with HR needs and plan, Implementing the administrative matters for the project and Field offices, assisting in preparing the monthly and timely reports, and timely payment of salaries, responsible for archiving and documentation for all HR documents. The position will be Roving between Marib and Aden. The officer will dedicate 100% from his/her time to this project. Salary will be paid for 9 months. The salary includes (Basic Salary, Transportation Allowance, Appearance Allowance, Social Insurance and Medical Insurance)






Main responsibilities and duties:  
Technical Support:
·        Assist in the preparation of human resource policies and mechanisms.
·        Plan and organize all project contracting activities and services.
·        Work together with project manager to develop and update project human resource needs plan, which includes projecting the numbers of human resources, their specifications, qualifications, specialties, type, age, etc.
·        Prepare and follow-up job announcement required by NFDHR and advertised these announcements in local and foreign newspapers, or websites according to the type of job and the conditions specified by the job description card.
·        Check and review employment contract drafts in coordination with NFDHR’s Contracting Officer
·        Prepare an introduction letter, with the approval of NFDHR’s Director, to new employees specifying their offer of employment, start date and salary.
·        Implement the procedures for termination and/or evacuation of employees, when necessary.
·        Compile, screen and process all applications submitted to NFDHR for advertised positions
·        Distribute cell phones to employees for work use in the office or field, collect them when employees go on vacation or terminate their contract with NFDHR, and provide data around cell-phone use to management on a continuous basis.
·        Accomplish all related tasks through ERP System and Portal 365 as needed.
·        Follow up and update staff leave balance and prepare the leave plan accordingly.

Administrative Duties
·        Implement all administrative and financial decisions and tasks issued by the superior management.
·        Supervise employee attendance and follow-up on excessive employee absences and inform the management about exceeding the trigger and reporting any abnormal conduct to NFDHR leadership.
·        Prepare and input employee data into NFDHR’s files both manually and systematically
·        Take the responsibility for accomplishing all administrative tasks needed for operating the sub-offices.
·        Make sure all HR processes are documented and matched with donor regulations and policies.
·        Create and update employees’ files containing the following contents:
o  Employee origin of contract, edited and approved between NFDHR and the contractor.
o  Copy of the employee’s job description.
o  A copy of the employee’s certificates and academic qualifications
o  Copy of ID / family ID / passport.
o  A copy of the employee’s bank information for payment purposes.

The role of the HR Officer is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the HR Officer is required to manage all unforeseen issues and circumstances in relation to NFDHR’s human resources and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.
 
Qualifications and competencies:

  • University degree in human resources management, public or business administration, or another related field.
  • A minimum of 2 years’ experience in human resources management services or positions involving HR management in the field of humanitarian response or development
