Cleaner S&D

Cleaner Job Description

The Cleaner under the supervision of the Admin/HR officer, is responsible for the general cleanliness and maintenance of the sub-office. The two positions will be based at the field level, One cleaner in Dhamar sub-office, the other one in Sa’ada sub-office. Salary includes (Basic Salary, Transportation Allowance, Appearance Allowance, Social Security, Income Tax and Medical Insurance)

Main Tasks
  • Sweeping, vacuuming and mopping floors.
  • Clean commercial buildings by emptying trash cans, servicing restrooms and wiping down communal surfaces.
  • Refilling supplies, such as toilet paper and paper towels.
  • Coordinating duties with other cleaners.
  • Tackle heavy cleaning jobs upon request
  • Ensure outside walkways remain clear and free of debris
  • Notify building management of any repairs required
  • Mix and dispose of all cleaning solutions appropriately.
  • Ordering new cleaning supplies as needed





Qualifications
Essential
  • Secondary degree or training in related position.
  • Minimum 2 years’ experience working as a cleaner.
  • Ability to handle heavy equipment and machinery used in cleaning

Office Guard Job Description

FSL Technical Project Manager

Location: NFDHR Head Office, with frequent visits to targeted districts and distribution sites

The Emergency Food Assistance project is funded by WFP and designed to improve access of food-insecure households affected by crisis of Yemen in Ibb, Amran, Al badya, Marib, Al Jawf, Hajjah, and Al Hodeidah governorates to life-saving, safe and nutritious food all year. The project targets to distribute food assistance using two modalities; General Food Distribution- in-Kind (food transfers) modality in 24 districts, and Cash and Vouchers through Traders Network (CV-TN) in 12 districts within vouchers or cash-based transfers (CBT). 

FSL Project Technical Manager Job Description
The FSL Project Technical Manager is responsible for providing technical support to FSL Program Manager to manage the FSL project implementation. He/she is responsible for management of project activities technically. This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
Key responsibilities:
• Provide a technical support to the FSL Program Manager to manage the project.
• Coordinate with the concerned all stakeholders; WFP, authorities, local governorate authorities, directorates, NGOs in the ground and beneficiaries in targeted area during all project stages to ensure the accountability, protection mainstreams, transparency, and mitigating the risks.
• Develop the project action plan and assist in develop M&E, logistic and spending plans in coordination with related project staff
• Oversee the implementation of food security and livelihood (FSL) project activities.
• Ensure project implementation is according to the required standards/specifications of WFP and NFDHR and corresponding timetable of the project.
• Oversee the development of field staff trainings and mechanism of activities.
• Supervise the maintenance, development, and archiving of distribution plan, reports, databases, records, and technical documents.
• Oversee the updating and tracking the project activities and plans in the NFDHR system- portal365, ERP next, project management system, FAMS and WFP HTS system
• Support and coordinate with MEAL staff or related staff to conduct FSL situational analyses, baseline, PDM, and end line surveys, assessments, or studies.
• Ensure to response on all project complaints timely with support of MEAL staff.
• Supervise, plan, organize, and monitor all FSL activities carried out by the field coordinator/ officers.
• Supervise and submit periodic studies, reports, data of beneficiaries, result of registration and verification of beneficiaries to FSL Program and WFP.
• Prepare evidence-based FSL awareness IEC materials and get them approved by relevant authorities.
• Responsible for identify and managing the distribution sites with field coordinators, local authorities and community committees.
• Supervise distribution of unconditional food/cash/voucher transfers of beneficiaries at distribution centres in the targeted area.
• Supervise with coordinators, field staff, and authorities to conduct the targeting and registration exercises
• Develop FSL project under the supervision of FSL Program Manager and donor organizations.
• Responsible on and oversee project monitoring and evaluation, ensuring the achievement of project indicators and best results and expending provided with evidences (means of verification) at all stages of implementation 
• Evaluate staff performance and make recommendations.
• Represent NFDHR in several meetings and events related to project, prepare and present minutes from these meetings to the FSL Program Manager.
• Ensure implementation of the project activities with low risk either on beneficiaries, or staff
• Prepare project reports of NFDHR and donors in coordination with the M&E Officer for FSL Program Manager.
The role of the FSL Project Technical Manager is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the FSL Project Technical Manager is required to manage all unforeseen issues and circumstances in relation to NFDHR’s food security and livelihood project and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.

• Hold at least University degree in Agriculture, FSL specialization, or a related subject,

Education Field Assistant Job Description
Education Field assistant is the focal points in the ground & will be based at the governorate level 100% in Mareb Sub-Office. He/she will be responsible for the coordination to implement & facilitate education project activities between the education project staff & all key stakeholders at the target district/area. Facilitate & supervision of meetings, workshops, conduct assessment, training, & registration & verification of BNFs, distribution, provide service in the targeted areas, & project regular report. Contribute to support the staff' activities. The coordinator is with Education & Social background. The coordinator will dedicate 100% from his/her time to this project. Salary will be paid for 9 months for Education sector. The salary includes (Basic Salary, Transportation Allowance, Appearance Allowance, Social Insurance, Income Tax & Medical Insurance).

Main Tasks

Logistic Field Officer

Job Purpose:

Main responsibilities and duties:

Administrative Duties
·        Review the invoices received from suppliers and match them with suppliers' contracts, identify any discrepancies, if any, and follow them up.

·        Report on non-moving, slow-moving, obsolete and stagnant items.
·        Other duties as assigned.

Fleet and Transport Management
·        Ensure implementation of NFDHR standard vehicle policies and procedures, with particular attention to safety and security issues.
·        Ensure daily/weekly/monthly checks are carried out and records are available in sequential order.
·        Ensure drivers are briefed about NFDHR policies and advice on internal and external trainings.
·        Ensure weekly movement plans are in place and shared on weekly basis.




Warehouse and Inventory Management
·     Ensure availability of appropriate and adequate space for warehouse as per the needs of the project in designated field offices. Manage warehouse facility selection, when required.
·     Ensure designated space is available to store samples received from suppliers. Ensure delivered supplies are checked against specifications and samples and no alternative quality or damaged goods are accepted.
·     Ensure facilities including NFDHR office and guesthouses are well maintained and safety and security measures are in place in close collaboration with liaison and Security department.
·     Manage new facility identification and selection, when required. Manage initial set-up, if applicable.
·     Ensure compliance with policies to be documented through systematic and random verifications of policy implementation and Supply Chain records.
·     Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.
·     Promptly inform Project Manager, Operation Manager and Deputy executive director of any areas of concern for potential or suspected violations of policies and procedures.

Finance Officer Job Description

The Finance Officer will take charge of financial accounting transactions and administering accounting operations to meet legal requirements. He/she will prepare audits, invoices and budgets, as well as manage accounting activities, including bank reconciliations, accounts payable and accounts receivable. Ultimately, he/she will be responsible for the day-to-day management of NFDHR’s financial transactions and procedures. The Finance Officer will report directly to the Finance Manager. Main Tasks

Technical Support and Management:
·        Maintain complete books of accounts, as per NFDHR Finance Manual.
·        Check all payment claims to ensure compliance with: NFDHR policies and procedures, valid scheme of delegation, NFDHR donor compliance requirements, in-country laws and any other official regulatory authority.
·        Ensure that all payments are properly coded to record against active awards and to complete authorization of respective budget holders as per NFDHR Scheme of Delegation.
·        Ensure that all program implementation activities that require direct or indirect disbursement of hard cash to suppliers, contractors, and beneficiaries are safe-guarded by segregation of duty.
·        Ensure appropriate segregation of duties for each and every financial management task

Job Profile:
Under the direct supervision of the Project Manager and consultation of the CCCM Manager will be directly supervising the technical staff in the field to ensure the quality of implementation the water project construction works and network systems implementation in NFDHR projects targeted locations. -         Monitor the quality of implementation of project activities and ensure the progress is within the timeline of the project and as per NFDHR policies and humanitarian standards.

Complaints & Hotline Assistant Job Description

Complaints & Hotline Assistant will be responsible to answer calls on the NFDHR hotline in a professional & friendly manner. He/she will be responsible to ensure that all calls & complaints are recorded in a systematic way, using FAMS, Kobo system, GMS, & that appropriate follow up is provided in a timely manner. The Assistant will dedicate 100% from his/her time to this project. Salary will be paid for 9 months for both sectors. Main Tasks

Technical Support and Management:

Education MEAL Assistant Job Description

Education MEAL Field Assistant is responsible for the M&E of education project activities: data collection, & analysing, assessments, surveys, monitoring the ongoing activities, M&E reporting, highlight the progress of the implementation vs the action plan & provide the required advice to the team in the field office, issue the M&E activity, monthly, & timely reports, support the Education staff in their activities. S/He will be based in governorate level in Marib field office. The assistant will dedicate 100% from his/her time to this project. Salary will be paid for 9 months for Education sector. Main Tasks

Technical Support and Management:
·        Support planning, implementation and follow-up of evaluations by: writing terms of references, preparing project summaries, participating in the selection of external consultants for evaluating NFDHR Education projects, and technically and financially coordinating with consultant in relation to field assessments.
·        Track outputs , expected results , and indicators of ongoing projects and the extent of completion of various activities and present findings to MEAL Program manager and project manager .

Main responsibilities and duties:  
Technical Support:
·        Assist in the preparation of human resource policies and mechanisms.
·        Plan and organize all project contracting activities and services.
·        Work together with project manager to develop and update project human resource needs plan, which includes projecting the numbers of human resources, their specifications, qualifications, specialties, type, age, etc.
·        Prepare and follow-up job announcement required by NFDHR and advertised these announcements in local and foreign newspapers, or websites according to the type of job and the conditions specified by the job description card.
·        Check and review employment contract drafts in coordination with NFDHR’s Contracting Officer
·        Prepare an introduction letter, with the approval of NFDHR’s Director, to new employees specifying their offer of employment, start date and salary.
·        Implement the procedures for termination and/or evacuation of employees, when necessary.
·        Compile, screen and process all applications submitted to NFDHR for advertised positions
·        Distribute cell phones to employees for work use in the office or field, collect them when employees go on vacation or terminate their contract with NFDHR, and provide data around cell-phone use to management on a continuous basis.

Administrative Duties

Main responsibilities and duties:
Technical Support and Management:
·        Maintain complete books of accounts, as per NFDHR Finance Manual.
·        Check all payment claims to ensure compliance with: NFDHR policies and procedures, valid scheme of delegation, NFDHR donor compliance requirements, in-country laws and any other official regulatory authority.
·        Ensure that all payments are properly coded to record against active awards and to complete authorization of respective budget holders as per NFDHR Scheme of Delegation.

·        Monitor cash and bank flows on a daily-basis and maintain close coordination with financial institutions to ensure smooth transactions, while safeguarding NFDHR’s cash from assessed / known risks.
·        If, for unforeseen reasons, institutional banking system services are not available, arrange an alternative arrangement with consent from a respective Field Manager or Finance Director.
·        Assist the Field and Country Office Finance teams during internal/ external audits, donor specific audits, and authorized third-party reviews of financial records.
·        Closely work with Field Office Awards Coordinator to fully understand financial and compliance aspects of donor funded portfolios and use Award Management System (AMS) to understand donor financial compliance requirements.
·        Maintain working relationship with NFDHR partners and support Field and Country Offices to ensure smooth financial implementation of projects through partners.




Administrative Duties
·        Actively participate in Budgetary review meetings.
·        Submit all Internal and external financial reports in a timely manner.

Tasks and Responsibilities:

-Prepare and develop status of database reports as required by management.
